We ship used tires from Japan by the container. Paraguay is a market where we can tell you exactly which regulatory route applies to a container of tires, because most of what makes this market complicated does not apply to what we ship.
Ciudad del Este
Environment ministry Resolution 627/16 (2016) restricts the import of used tires for direct reuse without processing, on public health grounds tied to disease-carrying mosquitoes. Resolution 681/17 provides the legitimate route for a shipment like ours: a “used tire re-use certificate” that allows import and circulation where the tires are intended for reprocessing — retreading or similar — before resale. A separate, unrelated pathway lets used tires enter already mounted on used vehicles, which Paraguay permits to import; that route has nothing to do with a standalone container of tires and is not one we can offer.
What this means for an order
If your business retreads or reprocesses tires before resale, the Resolution 681/17 certificate is the route to ask your local counsel or customs broker about before you order. We supply the tires; obtaining the certificate is a step on your side of the border. We have not seen the full text of Resolution 681/17 and cannot advise on its procedural details — that is a question for a Paraguayan customs professional.
The ocean route
Asunción, on the Paraguay–Paraná waterway, is the main river port. Ciudad del Este, on the Brazilian border, is a major free-trade commercial zone and a common re-export point into the wider Mercosur region.
We load from thirteen Japanese ports — Ishikari, Tomakomai, Hachinohe, Akita, Sendai, Niigata, Kashiwazaki, Tokyo, Yokohama, Nagoya, Osaka, Kobe and Moji. Which one we use depends on where the stock is collected, not on where you are.
We do not publish transit times, because they depend on the carrier and the routing on the day. Ask us when you enquire and we will give you the schedule we are actually being quoted.

What fits in a container
- Passenger car tires (PCR), 12–17 inch — about 3,500 pieces in a 40ft, loaded 2-in-1 or 3-in-1
- Truck and bus tires (TBR), 11R22.5 single size — 288 pieces in a 40ft
- Mixed PCR and light truck — roughly 2,200 PCR plus 500–550 LT pieces

Terms and payment
We quote CIF to your discharge port. Marine insurance is included on every shipment. Freight is normally prepaid in Japan; collect at your end can be arranged if that suits your bank better.
Most customers pay by T/T. For a yearly contract we also work with L/C at sight.
FAQ — importing used tires from Japan to Paraguay
Is it legal to import used tires into Paraguay?
Direct-reuse import without processing is restricted under Resolution 627/16. Resolution 681/17 provides a certificate route for tires intended for retreading or similar reprocessing before resale — that is the channel relevant to a standalone container of tires like ours.
What do I need to do to use the 681/17 certificate route?
That is a procedural question for your local customs broker or counsel; we have not seen the full text and cannot advise on the application process ourselves.
I heard used tires enter Paraguay on imported used vehicles. Does that apply to us?
That is a separate, unrelated channel for tires already mounted on a car being imported. It has no bearing on a standalone container of tires, which is what we supply.
